The arm’s length principle and the art funding system. A comparative approach

The paper discusses the arm’s length principle as a cultural policy instrument for defending artistic autonomy. It considers how the arm’s length principle has been discussed and implemented (or not implemented) in the cultural policies of various
countries, especially the UK (and England in particular) and Norway, other Scandinavian countries and France. The paper shows how the arm’s length principle has been adapted and interpreted differently in the light of each country’s historical
and political traditions. The paper also reveals the gap between political implementation of the arm’s length principle and the rhetoric that surrounds it.
