The French Model’ and its ‘Crisis’: The Ambitions, Ambiguities and Challenges of a Cultural Policy.
Abstract
French cultural policy is often regarded as a ‘model’. However, its ‘crisis’ has been regularly diagnosed in France since the mid-1980s. The strength of this disillusion is partly due to an overestimate of the coherence of the initial model. Looking
back at the foundations of the French cultural policy system, this paper shows that most of its current difficulties stem from its founding ambiguities and contradictions. In doing so, the paper gives a critical overview of the legacy of a policy that has been strongly developed for over half a century. It also analyses the main current difficulties and their causes. It concludes by
proposing new ways of tackling these issues.
